Most recently, due to high stakes testing, grammar instruction has enjoyed a resurgence in public education (sources who document this). While grammar is always part of writing, the ongoing focus on it in public education, rather than helping students gain increased control over their writing..."
I think this will help focus your intro (and your paper).
